Universal is aiming worldwinde since Fast and Furious success.
Americans need patriotic, SJW movies, with at least 1 black cast in main.
Looking at USA boxoffice results and realising there is very likely chance to flop, I totally understand why they don't.
Due to increasing home media/streaming services, less and less are willing to go to theatres anyway.

Americans are also too biased for certain actor/director personal life and/or political view. Rest of world doesn't give a shit, and have no problems with icon of scientology or aging action heroes.

TL;DR. Americans don't go to theatres anymore, so they shot movies worldwide oriented. Worldwide oriented movies don't attracts 'murricans and circle goes on and on
