Network meddling/expectations of storytelling is the behind the scenes reason.

They needed a "villain" for Rugrats, because shows need conflict and a bad guy. Angelica became the default bad guy of the series in the early days as a result of the need for an antagonist to be evil towards the kids.

The writers have gone on record as saying that they regret making Angelica so evil, hence why they toned down her evil behavior post-hiatus and basically pushed her and Chuckie as a pair in the comic strip the show had.

Storyline-wise? Her mom is a workaholic who rarely spends time with her. The only parent she has any real interaction with is her father (who also works a lot, but has a job that lets him have more flexibility to do the day to day parenting but still dumps her off at her uncle's house) and he spoils her, to tacitly make up for both parents not having any time for her.
