He's a caricature for entrenched Maryland democrats who use the black populace as a means to keeping their cushy jobs while never doing anything for their constituency. They are elected solely because of skin color and not because of ability.

They are extremely corrupt and flippant, often to the point of being more gangster than statesmen. And lest you think I'm racist, the same could apply to Tennessee republicans, any really deeply entrenched political class.
