It isn't that they're being retconned, it's that they're meant to be a special weapon unique to only the most important characters. In-universe, the knowledge to make them has been mostly lost, it's why Kylo's looks like such a janky piece of shit, he made one on his own, from scratch, with minimal instruction.

After the prequels where everyone and their mother had a lightsaber it's a nice change of pace.
