Overall? I disagree, but it definitely has the best version of the main theme. The opening tune sounds so strong (whatever type of horn instrument that is, it's perfect for it) and that rising tone he puts in the buildup right before the bulk of the theme starts is the perfect touch and none of the other movies have that. Jerry Goldsmith always put a different touch on his theme when he scored these movies. It's slightly different in First Contact, it's slightly different in Insurrection, and it's slightly different in Nemesis, unlike John Williams, who literally copy pasted his Star Wars theme in every movie he did.
