A great setup and clever editing.
Go watch the scene again to see how delayed it is on purpose, there are so much cuts to that wall that everytime you watch the scene you forget when the scare actually happens.
Also the sound gradually goes to literal silence, and instead of making the jumpscare right there like in most movies, Lynch holds on to that silence for a good amount of time and plays with your expectations that you really never really know when will it happen.
