This is the way all Western court systems work, not just the US.

Once a person has been charged with a crime, (and further more in Polanski’s situation, been convicted) the court “owns” the case regardless of what the victim may later want or say and this is quite sensibly done to prevent victims from being strong armed by the perpetrator into dropping the charges.

Now the victim can recant their testimony (and face contempt of court charges) but the case goes on to it’s conclusion under the control of court regardless.
