The joke in the comic is the same.
This is the point Batman realises he cannot save Joker, this is Batman's submission to their relationship as defined by Joker. So Batman laughs as an act of remorse and submission, as he has finally given up on trying to save joker, now he's going to just manage him as best he can when he needs to.
