The rings were nothing more than worthless trinkets built by the industrial, modern nation of Mordor to distract the larger backwards feudal kingdoms of Elves and Men into not invading.
They had no real power.
The problem is history is written by the victors, as acknowledged by Tolkien himself. You would never hear Mordor's side if it wasn't for this book.

Celebrimbor secretly made three rings for elves. Narya, Nenya and Vilya. Vilya went to Gil-Galad and in the second age to Elrond.
It was a movie only scene thrown in for dramatic effect and to revisit the scene thematically with Frodo at the end of the third film. Iirc isildur thought of it as a trophy for "killing" sauron. I'm not sure they knew of its corrupting power back then.
