It's cinematography. At the time, it was also extremely disturbing in ways most horror movies weren't. It's kind of like how a person watching Jaws now wouldn't understand the significance of it. The Shining was a man running around trying to murder his wife and son with an axe. Not many movies just did that shit the way it was done in that movie. Also the soundtrack is amazing and sets the tone perfectly. Nicholson's performance further elevates it.
