Elements of it (Hawk searching for Cooper, the Jeffries/Judy plot, Bad Dale) had been sitting in Lynch and Frost's desks for over 20 years thanks to planned FWWM sequels and drafts of a third seasons following the second. They'd probably even had an endgame in mind at that point as well.
Then they took those concepts and wove them into a "25 years later" concept and mixed in themes that fit that concept, like the passage of time, the withering of morality and even reality, among other things. The rest was filming, casting, and Lynch including his trademark surrealism.
It all worked like a fucking charm, and I couldn't be happier.

It was happy and carefree, clearly living a life of deep lore, and theory.
We embraced, a warm and loving embrace.
Nothing withheld.
We were, in this moment, One.
The thread ended, and I awoke with a tremendous feeling of optimism and confidence, in /tpg/, and its future.
That was my vision... of you.
I'm so glad to have had this opportunity to share it with you.
