Realistically it was Ned, Ned doesn't like bullies and Lyanna is supposed to be a qt 14yro grl so she can't have a deep booming voice. Maybe GRRM was mistaken about the acoustic properties of helmets though, just like how he thought dwarfs could be master gymnasts initially.
