Stylistically, sure. There are a lot of style elements that he explored in Blue Velvet that carried over to Twin peaks.

But in regards to plot and story, no.

Obviously it shared similar themes. Honestly I think season 1-2 wasn't even close to as good as Blue Velvet. I blame Mark Frost and studio execs watering it down to make it more accessible.
