Once they ran out of books, they were literally too stupid to give him an intelligent plan. Its difficult for dumb people to write about exceptionally intelligent people which is why he stops making any sense after he leaves the Vale.
He married Sansa to Ramsey despite getting absolutely nothing in return. It never explains his motivations and there don't seem to be any benefits in doing so. It just needed to happen to progress the plot.
