Basically, he believes that the law is the word of God and that you can only be moral by respecting the law, he was also seriously fanatic about capturing Jean Valjean. That is why in the end, having been saved Jean Valjean and seeing him do good deeds, Javert's world view is challenged, so he kills himself.
