Samaritan worked like that, it had datacenters all over the world
And if a government truly wanted it could have destroyed it, quite easily so even.

However what made it a pita to destroy wasn't that it was invincible, it was that it had access to vastly more resources and personnel than the people trying to fight it and course that it could destroy any opposition in the very earliest planning phase.

Remember that up until it was destroyed only the highest up members of Decima had any idea just how expansive it's influence had gotten.

And with the machine it was even simpler: it was an asset to the US government and in absolutely no way dangerous to anyone so nobody wanted to take it out (well nobody competent)

The story naturally took on a bigger scope and it was generally better. You can only fight mobsters and corrupt politicians for so long before it becomes repetitive and stale. A rival ASI like Samaritan was a logical choice as an ultimate antagonist and the writers did a fantastic job to conclude the series especially since the last season was shortened.

S5 proved beyond a shadow of a doubt that yes, Shaw has feelings. It also proved that Sarah Shahi is actually a really good actress. She can convey a lot of emotion with really subtle facial expressions and gestures. I never knew how good she could be before I watched Person of Interest.

Really the whole cast was great though, there wasn't really a weak link there.

I mean, if they want to a character with a cold personality, that's fine, but they should have at least some backstory to it so it makes sense. If they had a flashback where Shah was shown being a victim/witness of abuse or violence in childhood, that would've been an appropriate explanation of her cold-heartedness. But the way they did it made her just seem like an empty character thrown in for the actress' sex appeal rather than actual development of the plot.

The pain is lessened a bit because you don't get a lot of time to linger on it. A lot of other shit happens around it so you aren't forced to wallow in the sorrow of the moment for 45 minutes like in Angel.
