He was a good don. He wiped out all those that conspired against his family in one strike. And nobody considered him blood thirsty despite it because the Corleones had been wronged so many times beforehand. Vito was growing old and tired. He didn't want a war because he didn't want more sons dead. Which also made the family weaker to its enemies.
