Wasn't his brother. Just used his form. Show definitely wasn't clear enough on this though. Could've easily been remedied during a Jacob/MiB convo where Jacob says "You're not my brother" similar to how Jack says "You're not John Locke". Just a mysterious monster that was released through the murder of Jacob's brother.
