They didn't, he still wasn't completely unleashed.
But they allowed him to do an R-rating which was kinda risky for the studio.
It did payoff though, but when he did MI:2 the producers fell back into their stupid PG13 politics.
I would actually pay hard cash to see Woo's directors cut for that movie. Rumors say it was very long (nearly 3h) and very violent.

The sublime sense of melodrama, the peerless , unmatched experience of Travolta and Cage's theatrical performances, the family subplot, the finale that keeps upping the ante, the incredible pay-off of the daughter-caster subplot, transitioning to a fucking impromptu speedboat chase scene.
It's simply peerless.
I have no doubt that it is the greatest action movie made in the whole of the world's history and if you think there is one better then I want to see it.

I like the gun that Henriksen uses in this movie, it's a pretty good gun movie I think.

I don't want to get too racial but I think this is bleedthrough from Hong Kong martial arts movies.
The fighting style of the characters would usually say something about their character.
This gun, and the way he uses it, does the same.
Think of the bit where he aims at JCVD, then realises he can't make the shot and takes the bullet out and slips it back into his belt.
That's the shit.

Was about to come in to mention this.
It's not as good as Woo's other stuff especially when compared to The Killer or Hard-Boiled but it's still highly entertaining and is probably Van Damme's best movie. It also has my all time favorite Lance Henrickson performance.
