Because it's character-centric rather than universe/plot centric and considering every character on the show is a terrible person but we're supposed to find some sympathetic qualities in them regardless of how sociopathic, stupid, mean spirited, etc. they are. Contrast to other series that don't expect you to feel anything and just enjoy the suffering.
