Pitch a Dredd Sequel

>Uses psychic powers and regular old manipulation to influence politicians and judges to look the other way while he gains power (I don't know if psychics can mind control people in the Dredd universe but a brainwashed civilian army would be cool)
>Starts taking over other hab blocks, gets a security team of judges on his side as muscle
>Dredd gets put in charge of getting things under control
>Once he realizes what's really going on he tracks down Anderson who's on the run trying to avoid execution for being a mutant
>She reluctantly joins, tracks the bad guy down with psychic powers
>Dredd and Anderson infiltrate his hideout, kill a bunch of dudes and eventually find the bad guy
>Anderson has a psychic battle with the bad guy while Dredd kills regular goons
>Anderson gets fucked up during the psychic battle but distracts the bad guy long enough for Dredd to kill him
>Anderson regains consciousness after the fight and looks Dredd right in the mask
>Dredd kills Anderson for not turning herself in at the end of the first movie

I think they did a tremendous job with the Karl Urban movie, but the feel of the comic would only translate well to animation.

>team begins making their way downwards, a slow descent into Hell as each floor reveals more debauchery, crime, suffering, starvation, violence, and death
>wind up having to make a quick escape from a situation and the remaining squad members take the fast way down to the bottom, jumping, and using makeshift parachutes
>another dies on the way down
>at the bottom they find Dredd, who has been trapped down there where inhabitants can live on only filthy water and killing eachother over rats and moss that grows, who has killed all but one of the other inhabitants at the bottom floor for various crimes as he's been trapped there
>now they all have to get back to the top, get out, and restore the Law
