And even before that like half of the story takes place in sewer tunnels, suburbs and warehouses.

The manga has some serious pacing problems as well.

The film was made with the manga about 2/3rds finished. Its ending came first, the manga ending is a more considered version of events made years later.

Both are good in their own right, the film ending is ideal for the shorter, less developed narrative it has to present in under two hours, the slower-paced deeper ending of the manga is ideal as a conclusion to a 2,500 page story.
