This. Everyone blames Mike Scully because he was the show runner during the downfall, but he's proven himself to be funny with the show before. When he got in charge he just didn't have much to work with.

Also, now you have on the show writers who grew up with it as a child, but because they were too young, they didn't really appreciate and understand the clever satire and emotional moments, so they just think the show is entirely about being wacky and having celebrity guests' cocks sucked.
