Tywin. Stannis is too hard for his own good, too strict. It's not bad per se, he's definitely a 'better' man than Tywin, it's just that following the rules and being coherent and honorable until the very end is not enough to rule. It's why no one likes him in the first place even though 99% of the times he's right.

Tywin, in his own twisted way, is much more open minded about how to handle things, and instead of looking like a completely asocial cunt (like poor Stannis does) he manages to pass himself off as a figure of both great importance and danger, a man who can be harsh and merciless but also comprehensive and kind to his enemies.

It didn't help that Bobby B was a total bitch to Stannis, that would have softened him quite a bit.
