Obi-Wan hadn't even mastered Form III by then. His primary fighting style was Form IV as a Padawan, which he utilized at the end of his duel with Maul. Useful, but ultimately a flawed technique in the long run. His mastery of Form III later in life allowed him to permanently finish off Maul in their reunion duel on Tatooine.

General answer to the thread: Obi-wan's rage and quick thinking while maul was taunting meant that Maul basically threw the duel. Why Obi-wan kept getting stomped by Dooku every time when Anakin held his own and then beat him, I guess we'll never know.

The only dumb part was how he did nothing when obi wan jumped up.

Most battles/duels/fights/sports matches are decided by luck and chance mistakes, not just pure skill and strength. The most skilled swordsman in the world could still accidentally stumble on a rock behind him during a duel and then get stabbed in the neck. I was sparring with a friend who was a better fighter than me with more experience, but I was bigger and stronger. I got the upper hand and had him in a submission. I let up thinking I won before he tapped out and he took advantage of the moment, getting me into a submission and making me tap out.

Maul had superior skills but he let up and got cocky when he thought he won and Obi Wan was smart enough to take advantage of the small moment of opportunity. It wasn't bad writing at all, it was basically the only good thing about the movie.
