Given time for proper recon, the SEAL could just find out where the dragon likes to perch; then set a large explosive charge while it's away, then when it comes back detonate the charge(s). Or change the odds in the SEALs favor more so, by scouting numerous locations where the dragon lands. I'd be willing to go out on a limb and say an anti-tank mine could fatally wound a dragon.
