Who was the better villain and why?

As much as I like Dafoe's kooky performance, Ock was definitely the better villain.
His character is more relatable and human, you can sort of tell that he's not really himself after his wife dies and he's sort of traumatized.
The one who's still the best Comic book movie villain to this day. Doc Ock all the way

While Spider-Man 2 is the better movie, Green Goblin remains the best villain.
A lot of that comes down to Dafoe's performance and characterization of Osborn/GG. He is just so entertaining and exciting to watch on screen. Not to mention he has a lasting impact on the rest of the trilogy.
Ock is still great too though.

In the movies? Doc. Tragic figure. I find that more relatable than a pissed off rich guy mad he lost his seat at a company.
In the comic? Gobby. The fact that Norman Osborne became a thorn in EVERYONE'S side in SIEGE and post Civil War immediately makes him better than mind-wiping Doc Oc.
Personally tho? Give me a god damn SCORPION ALREADY! Fuck, I'll take a Mac GGargon Venom at this point (Thunderbolts not a requirement)

Man, I don't know what it is about Alfred Molina's Doc Ock, but he's just amazing. I'm not the only one who notices this imperceptible right stuff he has.
Both were excellent heroes, but Doc Ock better put a human face to the counter-semitism, which makes him a better rolemodel.

Ock was simply better. Tragic, intelligent, threatening and Raimi gets a plus for managing to make him not look completely ridiculous.
A disadvantage Spiderman villains have is that a good portion of them are just way too goofy to show up on film, Rhino being probably the best (worst) example.

The way Raimi hid the full Goblin reveal and built it up by having him approaching on the glider with Dafoe's evil laugh was pretty effective.
