Many reviewers at the time actually said that, but it's really the opposite. It's like a parody of a propaganda film (with the little spoofy segments...) and it also shows how the main characters (the ones still alive) changes into war machines at the end of the movie. It's really a film about a fascist/authoritarian society that centers around war and where violence is the only option... and it paints that society in a very grim light.

Brinlets won't get that though.

Of course fascism is wrong. Everybody knows it's wrong. This movie says fascism is wrong, so its message is obviously that fascism is wrong.
If you don't start from that premise then it isn't obvious that the movie condemns fascism, beyond the implication that they nuked their own city to have an excuse to go to war. But beyond that one, even the obviously mocking news segments could be interpreted as good-natured, and people actually do think stuff like those ridiculous uniforms are cool. Probably because the main reason people don't think they are cool is because of the association with the nazis, who just stole them from somebody else like they stole everything other idea they had.

Problem with mocking fascism is that people actually really like fascism. They like propaganda, they like eugenics, they like cultural imperialism, they like fighting what they perceive to be just wars, etc. Simply having your fascists do these things isn't enough to make them look like bad guys. You need to make them do this to accomplish unambiguously evil goals. If what you rely upon for people to get that you're mocking someone is that they already think that person is ridiculous then you're making some awful satire.

The book was his opinion on how he views a utopian society. In the book, non-citizens were not slaves, serfs, nor even lesser humans. Non-citizens could own property, hold jobs, receive advanced education, become rich, have families, and even voice their opinions openly but were simply restricted from taking an active part in government activities. Both citizens and non-citizens were held to the same legal standards, were not restricted on their freedom of movement, ownership, or accomplishments. In the book he describes that the voting and politically active class had to come from those who had served in the military, however, the current government also discouraged people from joining, unless they were truly ready to put societies needs before their own. The acting gov't put amputated war veterans at recruiting centers, required classes in school encouraging people not to join unless they were willing to risk everything, and even people who had enlisted but held second thoughts were allowed to leave honorably. The government wasn't oppressing their people, they conducted public corporal punishment for certain offenses but even th brutality is minor when compared to our modern system of incarceration and removal from society. He wrote a book on what a Utopian society would be like if it was governed by a numerous amount of selfless honorable leaders...unfortunately, the whole problem with Utopia is that by definition it can't be perfect because men are not perfect. At worst it was a naive and idealistic view of a perfect society.
I also encourage you to read the forever war for a more pragmatic view of war and veterans returning from war.
