Because elves are far more tempted to wear it than hobbits. There aren't any hobbit ring wraiths for a reason, they're not really all that into power. That's the main reason hobbits can carry the ring at all without immediately succumbing to temptation.

Anyway race has much less relevance than the individual's traits, you can't give the ring to somebody greedy, narcissic, seeking power (for good or bad reasons) or without enough willpower to resist the ring's corruption. Those kind of people exist in any race of the middle earth.

If anything the book depics the hobbit as kinda greedy and jealous, the ones in the fellowship being exceptions.
