Not much is known about the Nazguls.

The leader, the witch king first appeared 1300 years into the third age and ruled the realm of Angmar. North of the shire and charged with weakening/destroying the north dunedain kingdom.

The third age begins with Isildur saying "naeh" to Elrond.

Three of the nine nazguls were apparently numenoreans in life, "great lords" of numenor.
Tolkien believed he was one of those three.

That's kinda interesting, if the other 6 were kings in their lives it isn't that important, but if one of those three were a king or a prince, then they'd be related to Elrond and Aragorn and have Maia blood.
