Part of the translation for it is that Bran is looking into the past at Sam's request to witness Rhaegar's annulment and marriage to Lyanna, while that flashback is going on it cuts to Dany and Jon having sex on a boat and back to R&L because symbolism or something.

A huge hole in Martins world building is that westerns has no sort of legislature or council sort of body. Even in early medieval Europe, kingdoms had assemblies, Witans, and other quasi legislature that, when an invader came in to take a thrones by conquest, it would be ratified and made legal by the legislature, although it isn't like they ever had much of a choice.
