The have "The Thain" usually just called "The Took" since the Tooks are hind of the highest family in the shire, but the hobbits don't fight among themselves to he is basically in charge of the mail and pest control. When there was a King of Men in Arnor they were allied and the hobbits sent fighters, mainly bowmwen, a couple of times, but Arnor fell and the Hobbits just took care of their own land.

Silmarillion had a ton of races, petty-dwarfs for one thing. Hobbit's were descended from Stoors which lived in Mirkwood originally. I don't think they were ever men, just their own race of peoples. Also Tolkien's dwarves don't have Thanes, just Kings descended from very old lineages. There's so few dwarves left there isn't much of a nobility so there's not room for titles below King.
