several reasons, but mostly by being an exceptional driver, and luck(aided by the car he was driving being incredibly common) if you remember also he timed his heist to coincide with the lakers game getting out so there were even more cars on the road.
lots of drunk drivers on the road after events like that too so cops were probably overwhelmed.

He was just really cool and the helicopter guy was like, "I don't want that cool dude to get arrested." So, he backed off.

Anyway, he hid under a bridge and the chopper got a different call which took priority.
