Because if the crew of the Voyager were incapacitated, they'd be fucked without the ECH, if it happened in the Alpha Quadrant the computer could call for help from Starfleet. And ships are pretty well designed, it's unlikely you could take out the crew of the ship without making the ship tactically worthless.

Voyager is always concerned about losing the Doctor, yet they never just copied his program so they would have more than one.

EMH's needed dedicated holoprojectors to be installed on the infirmaries, which they eventually did, as shown in DS9, they even had holocomunication devices in the bridge, so it's easy to assume that they had an EMH in their infirmary.

However you activate them if you don't have a doctor around, in most cases you do, so there is no need to activate it.

Also being a newer technology most trained officials didn't had it in mind in case of combat, future starfleet officials would not hesitate on activating one.

Also Zimmerman said that all EMH where called back because officer found him unpleasant to work with, so they had mark 2, 3, and 4 before they turned mark 1 into mining holograms, and Zimmerman recluses himself from society in shame

Also star trek holoprograms are weird, they can't be easily copied, they need a matrix to sustain them that is not a simple data storage device, the doctor has a 27th century device that uses to store himself, but that is not common on the 24th century. So, no, they couldn't simply have stored copies of the doctor in the ship's database

It's pretty inconsistent. Voyager has always issues with it. They make the ocassional backup, but his shit gets fucked, sometimes because his own personality or because he's so easily manipulated/ altered by other forces.

Like that one time when a starfleet captain, who was also stranded in the Delta Quandrant, deleted his moral codes with a flick of a switch and basically made him go full-Mengele towards an own crewmember.

They did definitely drop the ball somewhat, but season 7 still had some God Tier episodes like The Siege of AR-558 and the resolution to the Section 31 and war plots. Hell, if they just ended the finale with the signing of the peace treaty they could have saved it, it was all the Dukat/Prophets stuff that drove me mad.

You have to understand that the guiding philosophy of the Federation is that pure Humans themselves need to be out there in the thick of it. Things in Trek lore stopped making sense as soon as replicators and the holodeck were introduced.

Voyager was designed for long duration journeys. DS9 was in the back of beyond itself. The EMH could fly the ship while they partied in the Holodeck, because Starfleet knows space travel is boring mostly.
