My opinion on Angel has always been mixed
You have a few bad seasons
I'm completely against some plotlines that happened, and I hate Whedon with passion for doing them. But they do build up to something.
Angel singlehandedly delivers on:

Pretty much.

Angel kicked ass from the start waned a bit and then finished fantastic.

Buffy was kinda rough but got better and plateued fifth season I think it was, whenever Willow's bitch got shot. Buffy ended kind of weak. The first half last season felt like they were killing time.

Angel also had a better supporting cast. By far. Gunn was ridiculous but seeing Wesley's development up until the very last episode is outstanding and worth a thousand Gunns.

Angel was more consistently average.
Buffy had some really shitty seasons and really amazing seasons.
overall i prefer Buffy for a quick bite sized chill session, Angel is too serialized to only watch one or 2 episodes.
