It was all the way up in a corner of the US most people don't normally think about, yet was still relevant enough through its contributions of music and the companies based there (Boeing)

I could see why they picked it just to make it a "unique" setting at the time when most shows were in LA or NYC

Fraiser was a spinoff of Cheers. They wanted to set it on the opposite side of the country from Boston so that the general lack of recurring characters from the Cheers universe (and the sudden addition of the new ones) would be easy to explain.
