When I think of "good actor" I think of a person good at being something different than their actual self. Most actors are great at their roles, but it's really their own personality in that role.
Jordan Peele comes to mind as somebody who works to achieve a greater range, and plays a variety of roles, with effort on changing his presentation, his dialects, and thought processes for a different character.
Of course, every actor has their real self seep through the cracks, but some can drastically alter themselves for the screen.

Will Smith plays a charismatic character all the time.
Morgan Freeman plays a wise, realist gentleman all the time.
I wouldn't call them bad actors, but they become a meme.
