The Ocean couldn't return the heart itself as the water would kill Te Ka before anything else. It needed someone with humanity that could connect with her to return it, as Moana and Te Ka were both hiding behind their true selves for the majority of the movie, same with Maui and Moana's people. Even if the Ocean could return it, Moana would fail to become a true leader, her people would still be scared to venture out again, and Maui would still be on his Island withering away with his guilt.
