Maui's parents threw him away as a child due to him being so ugly, so when he was given his hook from the gods he tried everything to gain their love back. He ended up stealing the heart to give to them and royally fucked up in the process

Taika Waititi wrote the original draft for the movie which was a pretty much a Maui centered epic with him fighting monsters and shieet, but seeing the success of Frozen the film central plot was shifted toward Moana as a main character instead, and Maui being her side-kick, so the Tamatoa was given a little bit of screentime for exposition and because Taika's friend wrote the song.
