For how it is done now in studios, yes. However, he didn't say impossible, because you could have a series produced by Netflix or something that gives full control to the director, and that director directs every episode, with the director and writer working as equals, rather than pulling in a different director each episode that does basically nothing. It's a shame that something like that will likely never happen past a miniseries.
Problem is the average pleb only views television and film as "the story" and nothing more.
Television is better at this because it's perpetual. People just watch to see "things happen in the plot" and nothing more. Film is bad at this because it's meant to be a visual, tonal experience. Not just a story unfolding in a sea of medium shots and exposition.
Oddly enough, film is becoming this as well due to plebs being the vast majority of consumers.

To be fair, there is ton of cinema made like TV. The Marvel movies by Disney is one example where they straight up hire TV people to make their films. But he's generally right that you can't do cinema on TV. The time and budget and talent required simply doesn't blend well with the TV format.
