In my opinion it always had a sort of "Heroic Bloodshed" vibe in it. "Heat" felt like somebody who made a John Woo movie in the US with US aesthetics. That Mann originally didn't want to direct that and wanted Walter Hill for it (who is well known for slow motion shootouts, similar to Woo) even underlines that.
That being said, Heat is probably one of my favorite movies, if not my favorite.
