Yes. It would have to have sequels though. I would start it following the courier through the mojave making deliveries but the same time show how house, ncr,benny, and legion are putting plans in motion for the fight at hoover dam. The courier himself would not be the main character though, rather the fqctions themselves would take on that responsibility. In the first movie the courier would be making deliveries and finding himself doing oddjobs/side quests. The other factions will be slowly introduced throughout the film through ppl telling the courier be aware of so and so group and motives.

The first movie would end with the courier getting the platinum chip and getting shot by benny.

The second film starts where we left off but instead of getting right back on the hunt for benny he takes his time getting his skills back and hunts the mutated animals around goodsprings for a little before realizing he can hunt bigger game for more caps to fund in revenge against benny. He hears of red lucy and hunts for the thorn for a bit until hes got enough caps to find the whereabouts of benny.
This movie would be more focused on the mutations in the mojave strengthening the couriers abilities with the sub stories foucusing on the power struggle for new vegas and how the towns in the mojave thrive on the bare minimums. This movie ends with the courier finally getting even with benny reciting the qoute ring a ding ding.

I think a New Vegas game could actually work really well if the relationships between the factions and the western setting was utilized well enough. Two ideas I've had were
1. An NCR deserter joins a caravan company escorting a high value macguffin, and the movie takes a sort of Heart of Darkness/Apocalypse Now route as the closer they get to the destination the more the world around them falls apart

2. A bounty hunter gets a target from the mysterious Mr. House to hunt down a former associate of his and kill him before he can spread information to one of the many factions fighting for control over Vegas. With both the Legion and NCR hot on his tail, the bounty hunter spreads lies and deceit, escalating tensions between the two increasing his chances of reward. Kinda like one of the Dollars films, only in the New Vegas settings

This, each episode should cover a person or group and connect to others throughout the season, like have an episode or two covering Caesar's rise to power and another about New Canaan, Another about Sterling as a ranger.
Also replace the Courier in some places so it's not all about the Courier. Like the sunset star caps line could just be that guy searching for it outside Nipton with the girl who tries to rob him of his caps, but the Legion contingent in Nipton stops the robbery and either takes the lady as a slave or executes her, and brings cap dude to the ruins of Nipton and makes him go to Mojave Outpost and deliver the news.

It just wouldn't work. Fallout New Vegas isn't reknown for it's writing, it's reknown for the interactive story and world and fun characters.

Even with a good director it would be a 6/10, it just was not meant to be a movie. Lonesome Road and Dead Money DLCs (especially the latter) house many movie tropes so they could work I guess.

This. Here's my pitch:

Each episode would follow one location, faction, or individual, in the follow up to the battle for Hoover Dam. There are alliances being made, deals being done, and treacheries being planned. Each of the three major factions has a "Courier" type character, who is sent as an emissary to the smaller factions of note.

House has a cyborg who he saved from death, he is the leader of the Chairmen, although he hasn't been for long. He is diplomatic, and basically superhman.
The NCR has a nameless mercenary dubbed the Cowboy. He will do anything for the right amount, and is financially motivated.
The Legion doesn't know it yet, but they're about to find that there is a woman out in the wastes dead set on accumulating power in the Legion. She is waging war on Caesar's enemies and building a reputation, with hopes of receiving a coveted Mark of Caesar. She wishes to meet the man, and has idealised him so much (from outside of the Legion) that she is already fanatically in love with him.

These characters will interact over the course of the season in situations that do not turn violent, either as they do not know each other or as extenuating circumstances develop.

One of the major themes is the extension of "rigging the game," but whereas in the game this usually meant the schemers came out on top, in this series, as everybody is doing it at once, most of these plans will become a total clusterfuck.

The season finale will feature the battle for Hoover Dam, as well as many of the other factions' schemes being executed in or around New Vegas alongside this distraction. Examples include the Kings moving to finally eradicate the Van Graffs, just as the fiends reform and breach the wall to Freeside, and the four casinos all making moves on each other simultaneously, turning a bunch of sneak attacks into an outright massacre. Basically as Hoover Dam gets fought for, so does New Vegas, in a bunch of smaller skirmishes that are generally total losses for everyone involved.

The three Couriers will build a small posse each over the course of the series, based on their factions and the likeliness that they will actually be able to recruit those characters (not all game companions will be featured, and some characters that weren't companions will become them), and this will connect to the cowboys theme. Many of them will die, or leave before the final battle. The Legion woman will basically have a roaming Legion squad (maybe all OC characters - the Legion would be more fleshed out if this were to be produced), the NCR cowboy will have some gunslingers (like Boone and Raul), and the Cyborg would have other misfits, like Lily and Rex.

The finale would be three-fold; as already mentioned there would be the battle for the dam, and the New Vegas skirmishes, but finally, there would be the three Couriers each being sent to eliminate the other. Their interactions with each other until then would have been cordial, they may not even know who they are looking for until they see each other. How this Mexican standoff will play out is anyone's guess.

I do kind of want House to win the battle for the Dam, because New Vegas will be in ruins and otherwise the status quo will be relatively untouched amongst the big three, which would be great for season 2, which would obviously pick up straight after and see how everyone's alleigances and morale are shattered, and some of the biggest power players (like the Crimson Caravan) are out of the picture, so season 2 can focus on rebuilding the region while surrounded by similarly beat down enemies.
VATS and other gameplay elements would be referenced - like slow-motion being used in a fight scene or two, some characters being more charismatic and others being rebuffed frequently, and people getting fucked up with busted limbs.

You can make a movie in a Fallout setting, you can make a movie specifically in the New Vegas setting, because it's pretty cool and all, but you'll miss a fuckton of what makes New Vegas good. The reactivity, you know, the choices, being able to be who you want to be, kill who you want to kill. See that president? You can kill him! You can side with factions, betray them or be stalwart. You can kill notorious bandits for a price with your trusty six-shooter, you can side with the leader of said bandits and fool the authorities and laugh together at their naivety. The movie would have to take all those opportunities and choose one of them. It would be a lesser, worse version of the game, unless you'd just take some side content and try to expand on that.

Too bad we all know that if a Fallout movie is ever made it will be based on 3.

Could be pretty neat, showing the chosen one fuck around in his tribal stage, have some gags of him discovering stuff like shooting a pipe rifle for the first time, maybe some shit like he doesn't know what a slot machine is, then have him get a small party of characters together, and pepper in some scenes of frank horrigan tracking him down and shooting wastelanders and shit while still leaving enough time for some death star type antics on the oil rig followed by a one liner when he shoots the president and one of those fake ending type things leading in to when frank horrigan shows up.

Also if they use the whole "I hope those suits float" line for the enclave troops that would be dope too

introduce some interesting characters who are acting for the various factions and set it up so the Audience picks sides like early Game of Thrones.

Alternatively you could have the courier as the main protagonist, slowly gathering the companion cast in the first season as they chase benny to the strip. you could have two intersecting plots, one following the overall political setting with House, NCR and Caesars legion all vying for the damn (with the Courier working to play all of them off, working towards the independant ending, this would give the greatest exposure to all of the towns and factions for the series) and the second main plot being the courier trying to repeice together why he came to the Mojave in the first place and trying to hunt down Ullysses like in the DLC plotline
