No, and from what I can remember (it's been a while), there is no good reason for you to think so.
Rather, the Mark Wahlberg character was hard-boiled, and a total asshole (he had to be, given his job), but he was also True Blue.
The Mark Wahlberg character actually wanted Leo's character to succeed in his job. They have an almost abusive-brotherly thing going, with the older cop playing a Dad role. But even Wahlberg's character softens at one point: "hey, something's coming, no bullshit."
Leo's character pays the ultimate price and gets a Win, and is a hero for doing it. But there's a loose end, and it's all fucked up. Wahlberg avenges his cop by murdering Matt Damon (it's always a good idea to murder Matt Damon).
Wahlberg is a good guy, but a total asshole about it.
