Not many black people live in New York, it's too far away from the centers of slavery historically. Before the advent of flight it would take months or years to travel from the Southeast to the Northeast, even by train. This is especially true to regions where slaves had been, because slave masters made sure there weren't any roads or rails for slaves to escape on. Sure some black people lived in New York in the 90's but they were still a relatively small minority.
