He's the "too gifted and too ambitious good guy turning evil" archetype.

As the books say, at first he was the more powerful of the 5 Istaris, and as such he was their leader.

But he wanted more power, and he always saw Gandalf as a Rival. Sauron just exploits those weaknesses via the Palantir (which induces some kind of mind control from Sauron), and BAM, Saruman becomes one of the bad guys.

Simple as that.

Whenever he looked into the palantir he just saw qt Rohan women being ORCED, it was a long con on Sauron's part to demoralize him and eventually convince him that saving the west was hopeless.

Eventually Gandalf becomes more powerful because he's faithful to God while Saruman goes down the same path as Sauron, trying to breed a new race of servants that he can be the god of (a recurring theme in Tolkien's world that gods who create their own races have committed a sin), and spends all his time obsessing over ring-bearing hobbits.
