Pycel was just another political tool at Kings Landing. It seems that most of the maesters are just walking dictionaries or political henchmen. Qyburne is one of the few that's conducting any kind of research, and it got him kicked out of the order. Samwell is also trying to use the tools of the maesters to learn something productive but has to keep skirting the bueracratic rules of the Citadel just to read a simple book about obsidian.
