Hagen's commanding officer is his psychopathic, sadistic half-brother, Count Emmerich of Bascarat (Gary Sinise). After Hagen disfigures Emmerich's face in retaliation for Emmerich raping an innocent young woman, Emmerich arranges for Hagen to be sold into slavery to the Saracens.

I think that's part of it. All of Verhoeven's films are varying degrees of satirical, but with stuff like Robocop or Total Recall, they still work on a surface level as visceral action films. Showgirls on the surface is kitschy melodrama that audiences either couldn't connect with or cynically thought they were above leading to claims that it's so-bad-its-good. (And missing the fact that the comedy is very much intentional.) Elizabeth Berkeley's performance didn't help much either. I think she's fantastic in the film, but she's definitely obscenely over the top in pretty much every scene. (Which was, again, the intention.)
