The Audrey stuff is just going to tie back with Andy's investigation, I bet the "farmer" andy interviewed was Chuck, the owner of the truck with which Richard killed the kid. Mundane Matt was on the phone with Tina, Chuck's wife, and she probably informed him that Chuck was murdered or attacked (or at least I thought that was the implication in episode 7, seeing the door to his house half open and noone in sight)
The question being why Chuck attributed the theft to Larry and not Richard; if "farmer" is indeed Chuck then he was shown ad being afraid of Richard which would explain it.
Billy was also mentioned already in the RR scene in episode 7, Bing comes in and asks if anyone's seen Billy, then he comes out of the diner again as if he were there since the beginning.
It wasn't nonsense, it was just presented in a porposefully obnoxious way to evoke frustration
