Who was THE traitor?

Technically Windu. Palpatine was the rightfully elected ruler of the Republic.

The Jedi. They were the military vanguard of the Republic, not its political leadership. A coup against a despot is still a coup.

Mace Windu, obviously. He didn't even deny Sheev's accusation that "He's the traitor!" He doesn't say, "No, Sheev is!" His only reply is, "Don't listen to him Anakin, AEEUGH!", meaning he [Mace] is in fact the traitor, but thinks Anakin should ignore Sheev and help him out anyway

the three movie cycle is Papatine's long process to make his domination of the republic LEGAL. It's literally all he cares about. All power he assumed he garnered through LEGAL means. He was therefore the rightful ruler of the Galactic Republic and the Jedi were entirely in the wrong.

Mace Windu. He attempted to assassinate an elected official. This goes against the Republic AND the Jedi, both of which he was supposed to represent.

Palpatine for obvious reasons. He orchestrated a war for political purposes.

Anakin because he found out about it and let it happen anyway.

Sheev was fighting both sides of the war so he was a traitor. Also Sheev wasn't the Supreme Leader yet. One of the reasons the Jedi acted so quickly when they found out who he was. They only had a day or so before Sheev was sworn in.

That's not the theory, the theory was back in the old canon that Palpatine knew about the Vong invasion from dark space, and was preparing for it, that's why the Empire needed a planet killer even though it was a massive waste of resources against the rebel alliance
