He was terrible, comic book villain who does evil things while keeping an evil voice because he's so evil.
Tywin was an interesting villain, he did think he was doing the best for the kingdom and took risks, Roose Bolton was an interesting villain because he kept his plans secret and wanted to rule, hell, Cersei is much more interesting because we saw her evolution from mean queen to sociopath who did a lot of mistakes.
